How do I change how much resources a province produces?

I'm making a custom scenario so I need to change the amount of resources a province makes. How do I change this?

You can do this directly in scenario INC files too.
You can check how this is done for 1914 scenario in \Mods\Darkest Hour Full\scenarios\1914\bases.inc.

Here's an example:

 province = { id = 187   #  Linz - Austria - Austria
   ic = -1 }  # remove 1 IC
 province = { id = 188   #  Eisenstadt - Austria - Austria
   ic = 2 } # add 2 IC
