How do I change culture range?

I am looking to change culture ranges (whether they do cross-country migration or not). Unfortunately, I can't even find anything related to cultures in the DB to change a name, let alone their range.

Where should I look?

I think that is hard-coded.

You'd have to swap over short-ranged and long-ranged culture tags. See here for a list of them.

There are also user-defined culture tags in Revolutions, both long-range and short-range.

3) One hundred new user-defined culture tags have been created to allow modders to add in further cultures to their game. These are designated by _CULTURE_EXTRA_#_ and range from 0 to 99. Cultures 0 to 24 are long-range cultures that will emigrate, cultures 25 to 99 are short-ranged cultures that will not emigrate long distances.
