I managed to force vassalize pomerania after joining the HRE, my next goal is to warm up to Brandenburg, get them to trust me. But currently, even though i've guaranteed them and allied with them, they still feel threatened. They like me, but they're threatened.

Do you own the Cossacks DLC? If so, bump trust up with them and it should get them to like you more.

Why do you want them to be friendly?

Because I was under the misguided impression that if I got them to like and trust me, I could diplomatically vassalize them. Didn't realize until I got their opinion to 190 that I can't diplo-vassalize electors.

It's already difficult enough to diplovassalize normal members of the Empire.
They all get -75 on vassalization by default.

Punch them in the face repeatedly until they change their opinion.

You can't diplo-vassalise anyone without relations of +190. You probably won't be able to diplo-vassalise Brandenburg at all. Between the member of the empire modifier and the economic base modifier it's almost certainly a bridge too far. If you want them as a vassal you'll have to use force.

Brandenburg naturally wants a few of your provinces because it needs them to form Prussia. You're probably not going to get them to like you much.

Wants your provinces on such a small scale barely matters at all.

Well it often can be -200 opinion against you.

In 1450 between two nations owning less than 100 development because of a single digit number of provinces?

No. No it can not.

Currently I'm allied with Brandenburg. They are also allies with Austria and Denmark.... I'm allied with the Livonian Order and Bohemia, and I have Pomerania as a vassal. My plan is to break off my alliance with Brandenburg, and storm Berlin from an adjacent province in Pomerania. I have a superior army to Brandenburg, but they have a lot of allies.

Edit: I've dropped the alliance with brandenburg, and allied their rival, Saxony.

Well, yes... If they can diplo vassalize, they can later on annex their vassal. What difference are you making between diplo-annex and Integrate? If you refer to PUs, they can't however, you need to be a monarchy.

I'm working on annexing my vassal, Pomerania, as I can't even fabricate claims on Brandenburg provinces until I neighbor them, and early on I gave them the province of mine that they wanted. I didn't anticipate needing it until after the fact. ^_^

You can fabricate using your vassal.

Go to diploscreen, select your country and there should be a possibility to mark provinces as "vital interes". Vassals will fabricate claim on such provinces.

I dont remember if t requires any DLC though.

I would also advice declaring on Denmark rather than Brandenburg, as Brandenburg would be defended by emperor + all allies of emperor.

I joined the empire as soon as I had the chance, I wouldn't have to deal with their vassal swarm. I'd just have to worry about austria and hungary. But I also will have to deal with the combined forces of Denmark and Sweden, either way.
