I have a file that assigns crusade weights, which looks like this:

Changing the order of this file and landed_titles.txt doesn't have any effect except to make the problem worse. What is wrong with my file?

I'm pretty sure that you need the kingdoms to be inside the brackets of their de jure empires. Also, I don't think empires, duchies, or counties are supposed to have crusade weights, but that doesn't seem like it would cause your problem.

Vanilla has duchies and counties with crusade weights, so I figured that those applied to whatever kingdom they were part of. I figured even if they didn't do anything, it couldn't hurt to have them there. I tried recreating the tree in my file - when it loaded before landed_titiles.txt it had no effect, and when it loaded after landed_titles.txt the effect was that the game stopped responding while loading and had to be killed with the task manager. In any case, there seem to be no problems with kingdoms being in the wrong empires, or not being in empires, only with counties and duchies being in multiple kingdoms.

It looks like it is not appending like you are trying to do and replacing each entry you are trying to make. Copying the entire entries for e_mail, e_maghreb, and e_kamen and entering your weights into there should work for those.
Someone more knowledgeable will need to chime in if you need to copy the entirety of e_arabia, e_iberia, and e_italy to add is the disparate kingdoms that you have included in there or if you can just copy the kingdom titles and not break them from their empires.
Yes, either way this would means it would have to be updated every time PDX changes landed_titles.txt.

I doubt that was what it was doing, seeing as the empires all had the correct kingdoms as de jure, only the counties of some kingdoms were wrong (and none of those counties were actually in the file). I just removed the empires and now it seems to work, I guess it was just some screwiness with how the files are read.
