I want to have a larger population in Sweden, so i thought i should be able to edit some .txt files to add more pops, or at least make them bigger. I have done it som eyears ago, but now i cant get it to work.
Any help is appreciated.

You have Revolutions yes? Just remember that quite a few POP files are 'old' ones and are no longer read. I think Revolutions have been rearranged into easier to understand POP files. Refer to the scenario file with the POP include files to see which files are read.

I can't remember offhand which ones they are.

Deleting the old ones are a good idea, this is something I have done myself (best to just bundle them into a seperate folder just in case.)

It's the *.csv files you need to edit. They are just text files. Evidently the person who first created the pop files used an early version of Excel to create text delimited files. I would recommend you use a good, straight text editor myself. I use a freeware program called EditPad myself. I would really be leery of using any Microsoft program, although NotePad can work.

This link on VickiWiki has some good background info on pop files, but I would personally steer you away from trying that popmaker program. I seem to remember that program causes more problems than it fixes. Instead I would simply edit the files and just add more pops.
