How does stockpiling cotton work? I go to the max stockpile, yet the amount never seems to change all that much.
Also when the button is lit up it won't let me activate it despite clicking on it, speaking of which some buttons don't work when they are lit up, namely War Goals, why is that?

You have to select the amount you want to and select the buy button. Than your nation will start to stockpile that quantity, as long as there is some to buy at local or world market .

Thing is; why would you want to stock in the first place? Stockpile mechanics are nearly worthless most of the time. You better off let it on automate.

I don't know what you mean by "lit up button".

To add a wargoal even if you have a valid CB you need a certain amount of Jingoism for it to allow it to be added even when the "add wargoal" button is selectable.

To add cotton to your national stockpile do what the poster above has said. Though it could be that you have such a low rank that other nations might buy up all of the cotton on the world market before you get the chance to buy any, or its being used by your factories/artisans.
