How do colonies work with regard to population

I was wondering for a bit how colonies work with regard to recruit able population. Based on laws, spirits and other things a nation can recruit a certain % of it's population, and a certain, way smaller, % of occupied territory.

But what about colonies? Because for instance the Dutch east indies (indonesia) seem to be under direct Dutch control, and not some puppet state like the Philippines or the British Raj. If the Dutch can recruit 5% is that 5% of the people in Indonesia as well? Because that wouldn't be realistic at all, and would make the Dutch way more powerful. The Netherlands itself have ~8 Million people in it (numbers from wiki), the East indies closer to 50 million.

How does this work? Do they get 5% of 8 Mil or 5% of 60 Mil?

And a related question, how does this work for annexed nations after the peace deal. Are these now your people and your home recruitment laws apply to them? Or are they still treated as occupied territory?

Colonies arent core territory, so they will only get a small amount of the manpower from them. You will only get the full amount of recruitable manpower from core territory. Any annexed or colonial territory isnt core territory for you. That measn you get only a fraction of the possible manpower from those states. 2% was the last number we got from Da9l.

For example:

Lets take a core state and a colonial non-core state with 1.000.000 people and lets say you get 10% of recruitable population as a example.

From your core state you would get 100.000 manpower, no reduction.
From your non-core state you would in theory get 100.000, but due to the reduction from non-core states you would get only 2.000 manpower because of the 2%.

A very small 2%, not 10% :)

If that wasnt in place the UK and France would have an insane amount of manpower at their disposal and even countries like the Netherlands would have alot of manpower.

Ah alright cool thanks. The imbalance in manpower for nations like the Netherlands is what I feared. Is there any way to see which regions are core territory and which aren't? Are Gibraltar and Malta British cores? Because they are same continent so would be on (old) eu4 rules. And are the Antilles? Because at least for the Dutch west indies (I'm dutch, so that's what I know about) it would make some sense to have the West Indies as core territory. Basically what I'm asking is, is there a list? Or do I just have to wait for ~2 weeks to check for myself
