I think you are referring to the HoD Crisis system, where secondary powers can get Great Powers to support them wars for the secondary power's cores. I was referring to an event which, given the hypothetical conditions of having low relations with a neighboring country that has colonial land, will grant you a "Place in the Sun" (demand colonial region) CB against the neighbor.

I'm playing HoD 3.03 with HPM, and I've heard that this sort of CB event exist, but I've not come across anything myself. The closest thing I've personally witness is a CB event that gives "Humiliate" CB against a low relation neighbor.

For background, I am asking because I am currently playing Japan and I want to know the best way to take Indonesia from the Netherlands.

I think, playing as USA, I once got some sort of Place in the Sun CB against Russia because we were both Great Powers, but that is probably a very rare event. I agree with austrianemperor -- the HoD process now is to Justify a CB for what you want from the Netherlands.

I am very well aware of how to fabricate CB's. The issue is not just finding CB's - it's finding CB's WHILE STAYING UNDER THE INFAMY LIMIT. I'm not strong enough to take on a HPM/NNM coalition war, and while I could probably take on a vanilla containment war from one GB, I'd rather not ruin myself in that life-or-death struggle just yet. In addition, I have an alliance with the UK and I'm not ready to give that up due to infamy until I can at least ally Germany.

Fabricating doesn't at all guarantee I will get a CB for no infamy, and releasing puppets in HPM only nets -2 infamy (not -5 as in vanilla). In addition, I've heard HPM raises the chance of being detected while fabricating, of course meaning more net infamy over time. I've increased peace infamy decay to -0.2/month to compensate for this increased difficulty, and still I'm at ~20 infamy and still have many targets in addition to Indonesia such as Laos, Siam, British Malay and Burma, Port Arthur and other Punitive Expeditions against the Chinese. As you can see, having extra CB's against Netherland Indonesia would certainly help (note that I am also not constantly at war. I generally have a couple/few years of peace between conflicts).

Anyway, I did end up finding out more information on the OP. First, the event in vanila to get a "Place in the Sun" CB is called "Colonial Incident." From this other thread, these are apparently the conditions for possibly receiving the event.

All factors for border (colonial) incident:
You have to be at peace, and border a civilized nation with at least two states, whom you have less tan 40 in relation with.

Then there's a bunch of factors determining how often it fires, with the mean time being once every 75 months.
Being a proletarian/fascist dictatorship cuts the MTTH 50%
Having less than 10 prestige lowers it to 90%
Having an average militancy of at least 4 lowers it to 90%
Having at least 5% Jingoism lowers it to 90%, having 10% lowers it to 90% again.
Having 5 or 10 % pacifism increases it 110% and 110% again.
Having jingoism as the war policy of your ruling party lowers it to 80%; pro military 90%; anti military 110%; pacifism 120%.
Having researched Nationalism & Imperialism lowers it to 90%.
Being a Great Power lowers it to 90%.

All these factors are cumulative, so having a fascist/communist great power with jingoistic party and jingoistic, militant population with nationalism & imperialism researched and low prestige will make it much more common; around once every 15 months if my calculations are correct.

EDIT: The factors are the same for the colonial incident, except that the mean time to happen is 150 months, and you have to be a colonial power bordering another colonial power. Relations doesn't have to be below 40 which might be way people percieve this event as more common.

EDIT 2: These events really shouldn't fire for nations you have a truce with, it's so annoying when that happens, since you can't make use of your free CB.

For turning into a Fascist government, apparently a CM can in fact appoint a fascist party and eventually you might get an event for a coup.

There are still CB generating random events in the base game. You can find most if not all of them in the "CBsAndCores" file in the events folder. They have pretty high MTTH, so you'll only see a few a game.

Because I didn't ask how to get CB's; I asked how the Colonial Incident event works. In addition, this thread has already confirmed the "Justify War" ability, but it never fully confirmed the presence Colonial CB events. And lastly, IMO it is unlikely for a person to understand the Crisis system without knowing what CB fabrications are.

Moving on, thanks for information on Fascism. Guess I'll promote Fascist political issues when they become a thing. No elections for you!

I understand, but that was essentially the last thing I said and was just for a little context in case anyone else was also tangling with the Netherlands. Basically everything I said before that was deeply focused on the Colonial Incident event.

In addition, note that I didn't say I wanted A way to take Indonesia, but THE BEST way. I'm not desperately looking for any reason to DoW in general, but rather I'm trying to figure out the optimal route. This is of course why I'm, again, so interested in the conditions for the Colonial Incident Event.

I only thing I'll give you is that I didn't explicitly mention infamy until later. However, I am skeptical that myself not explicitly mentioning infamy in previous post is enough evidence to assume I have absolutely no idea what the "Justify War" button does.

I just thought you were really interested in finally getting a CB from an event to take land and I was reminding you that justifying is better for efficiency.

That's fine. I apologize if I came off as defensive. I was not upset, only surprised that there was such a misunderstanding. I explained my situation so deeply after your post to ensure no further misunderstandings.

I get that the events are likely rare, but I would think a combination of justifying and free CB's would be nice use of infamy.
