In the wiki page, "War and Peace: Secret Master's Guide to Diplomacy and Imperialism," it states:
2. Taking land away from civilized countries is generally very expensive. You should be engineering the possibility of border disputes (very low relations and a common border) in order to generate the needed random events. And when you get them, use them effectively by annexing the right states.
I've looked for further information on "border disputes" but don't see it in the manual, strategy guide, wiki, or even in the game files. Was this event removed from the game after this wiki page was written?

How does CB generation work under PoD+CoE? I looked at some game files but the mechanism wasn't obvious.
Basically, it gives you a chance to get less infamy. When you justify a war with a CB there is a chance you will be detected, the closer you are to justifying it(100%), the less infamy you receive or even no infamy at all if you never get caught.

Oh, so basically the game doesn't randomly give you "free" border dispute CB's anymore (except for historical things like the Mexican-American War, etc), and if I want to conquer provinces in Canada, for example, I have to just go and justify the CB's and hope I don't get caught?

If you do get caught its usually no big deal, it's only bad if you plan on adding a bunch of war goals. Also, if a nation owns one of your cores you get an infamy-free casus belli to take it back.

So can we confirm that "Border Dispute" CB's for having < 40 relations with a neighboring country is officially null as if post-HoD?

On a related note, does anyone know if this is part of HPM?

You sometimes get events that give you free CB, like place to the sun or humiliate. I never realize it could be no random but due to tension somewhere on the map. Maybe using the increase tension NF could lead to more of those free CB?

I think you are referring to the HoD Crisis system, where secondary powers can get Great Powers to support them wars for the secondary power's cores. I was referring to an event which, given the hypothetical conditions of having low relations with a neighboring country that has colonial land, will grant you a "Place in the Sun" (demand colonial region) CB against the neighbor.

I'm playing HoD 3.03 with HPM, and I've heard that this sort of CB event exist, but I've not come across anything myself. The closest thing I've personally witness is a CB event that gives "Humiliate" CB against a low relation neighbor.

For background, I am asking because I am currently playing Japan and I want to know the best way to take Indonesia from the Netherlands.
