How do advisor modifiers apply again?

I remember that advisor modifiers like infantry specialist or armor genius used to apply at the division level, where the whole division would get the buff if enough of the battalions were of that type. But I also vaguely remember the devs saying that they would move the buff to the battalion level where battalions of that type would get the buff regardless of what kind of division they were in. Does anyone know for certain what exactly is affected by the buffs? And as a corollary to general traits apply at the division or battalion level?

If you have a division of 4 tank-6 MOT, then an advisor give tank "division" +15% bonus will give 40% share * 15= +6% bonus (the bug is it say division)

For general, it looks like the same as before? The other trait unchanges, and the combine arm trait already use battalion bonus ? I think the combine arm trait is now better than Panzer leader. And cavalry leader looks good if you don't use many tank.
