How did France lose disjointed government national spirit?

I was playing imperial Germany and went to war with France in the late 1939. France still had the disjointed government national spirit and I expected it to quickly surrender. The strengthen government spirit wouldn't get removed till April 1940 so I had time for a quick surrender. However as I advance into France I noticed they didn't had the disjointed government national spirit. How did they lose it? They didn't and couldn't take the focus to remove it

As a final middle finger, France made a union with Britain so I can't get it to surrender now.
