I personally don't think HoI was all that complex. In fact, I got bored with it because of the lack of complexity. I mean, yeah sure, the military aspect is much more complicated than EU2, but diplomacy and domestic politics (stability, culture, religion, tax collection, domestic settings, "cores", etc) were almost completely nonexistant. In fact, like all those things I just mentioned were replaced by having enough consumer goods to meet demand.
Diplomatically, you basically fought WW2.. that was about that. Sure there were other things you COULD do, but these things were weak and far from central to the game.

EU2's military aspect wasn't as dumb as it appears, although it was somewhat dumbed down. The supply factors, leadership, winter, terrain, calvary, and infantry all kind of made it an easy thing to learn, but hard to master. I'm not saying it was near HoI's military, but it certainly wasn't Risk.

If anything, I'd say it goes HoI, EU2, and Victoria in terms of complexity. I'd also say that, in terms of balance of game factors, it would go HoI, Victoria (the economic factors were way too essential), then EU2.
