How common is a 999 leader?

How common is it to get the best possible leader? Because today I was playing as Holland and I randomly got this heir and I was like

As a monarchy it is uncommon-rare to get one, there are ways to make all your king have 9 dip all the time, but dont know about adm and mil. Be happy whit that king, name a province after him

But as i said for mon, theo and nomads it's rare
But for republic you have a better chance

Because leader skills vary from 3 to 9 giving 7 possibilities for each 3 skills.

I'm really jealous. In most games, I'm almost happy to get a leader with more than 12 total points (I get a lot with skills like 3/4/4, 3/5/3, or only marginally better), and your guy has 27 (9/9/9). I was thrilled in the one campaign to have a king with something like 6/5/6. but he died after only about 2-3 years on the throne. Other than one conspicuous character with a lone 7 (and his other two skills were garbage), I don't recall getting any others with a score of over 6 for any of the 3 skills.
