AFAIK all requirements are met. King of England wants to take some dejure land from the Jomsviking war chief (who is also duke of Lothian and Man), but the send button stays grey.

Are you playing with the CB cooldowns? IIRC, in HIP there are CB cooldowns, check your character modifiers
Pretty sure no cool downs, I'd have to check. But aren't the cool downs for holy wars only? In the screenshot I was just trying to get dejure kingdom land.
I guess what stumps me the most is that from what I can see looking at the picture right now, is that the conditions ought to be greenlit

Can't say for sure now, but I think that there are more types of cooldowns. They show up as a character modifier

edit: actually I still have a save and it's a anglonorse reformed Germanic king of England trying to use dejure CB on reformed Germanic holy order. No cool down either

Well thats the problem, the holy order is of your religion and is not an "expelled holy order".
Perhaps try to expel the jomsvikings from your realm in the decisions tab, not really sure. But the CB reads correctly.
Of course that makes perfect sense to only being able to declare war on holy orders that have been expelled. Questions on legitimacy of their rule and all that.

Tooltip's confusing. Should really be "is NOT an unexpelled holy order".
Since the holy order is of your own religion, and not expelled, you can't target it.
