So, I'm rather surprised that such an opportunity was passed up - Enclaves being independent political entities representing the many trope-based galactic entities that can reasonably stand to be independent. We have independent trading corporations, enclaves of scientists, and - curiously - artists armed to the teeth. But isn't rather odd that we don't have independent quasi/military organizations? It's a rather large gap in the coverage, as Traders assist with resources, Curators with research and Artists with influence/happiness, which leaves only the military realm untouched.
Obviously, a military-focused enclave would fill in that gap nicely - an enclave that can provide so and so passive bonus, unique units types and perhaps generals/admirals in the same vein as curator scientists in exchange for so and so resource. While the first thing that comes to mind to fill in this niche would obviously be Stellaris' equivalent of a Jedi Order, it doesn't necessarily have to; mercenary guilds, warrior societies and etc. can all fill in such a role.
