It absolutely can't be black, because the font -- as you can see in the above images posted by Dahoota -- is black. Paradox would need to do reverse type, making the type white, but the problem is they would need to program that in, since the game is too dumb to recognize what we humans can and cannot read. That could be a pain in the ass to scope to something like that, saying something like:
As can be seen, "Elarion" is written with a white halo - the same white halo which allows us to read "Anarien" to the right of the holding construction interface. The real issue with the Black Plague being Black is actually the background colour, which would make it difficult to discern between the Plague and "not the plague".

People who are saying it would blend in too well are quite right. For the heck of it I played with the color just to see and in my opinion, I'm sticking with scarlet. It's bold and conspicuous. For a map mode, nothing could be better. Clearly They want the oncoming death to get your attention and not a lot shoots off that primordial caution sign more than red.
Anyway, black is able to be seen against the default backdrop, so there's that at least. It's still not very good though imo. As far as it being readable, it's reasonable to me, but that's large text.
Anything lighter just blends into the map, and then we get into how the HRE used to look and well, it's beyond what anyone would want for a Black Death color.
Anyhow, folks can mess with it themselves to get the perfect disease ridden palette if they want, that's what's nice about these things. Keep in mind it changes the checksum, if achievements are your kind of thing.

That's a size issue. Because the Teutonic Knights have a long name and they are often small, it is hard to read. I don't think an OPM HRE would be easy to read.

Well there are several ways to do pseudo-black. Dark green, Dark Purple/Blue and Dark Brown mostly. They could run with any of those or something similar...
Even the default colour is basically a dark greyish rather than actual black.

Thanks for trying it out, while I prefer the current one from a design POV, the 100 is awesome too - its really grim aand foreboding, like the colour of dried blood or something.

It's something I've been working on for a while. I plan on releasing it at some point.
However currently it is very unfinished. That picture is also an older version of the map.
