Maybe in the future we will get a revised Soviet national focus tree with a path for a democratic Russia under Kerensky that will disband the Comintern and join the Allies.

I feel like the simplest fix to this would be to add a -50 or whatever malus for AI's desire to join factions whose leader is on a different continent then them. The US can be worked around via adding something to counterbalance that to their unique "Home of the Free" spirit, but other than that, that would fix mostly everything. A -50 (Or something) would mean that a nation would almost always prefer a faction on their continent over others. This would also make unique factions more worthile because now every fascist in the world won't have a massive penalty to joining you because they'd 'prefer to join the Axis' which is two oceans away and is in the middle of a world war.We are talking about Romania and Bulgaria joining with Japan in the Greater-East Asian Co-prosperity Sphere not anything about the Soviets.
