how come i cant delcare war on some countries?

I cant declase war on hanover or saxony. I do not have truces with them, but declaring was is just not an option. However, when I declared war on saxonies ally, they warred me.

look at your stability, if you havent -3.
-3 stability doesnt allow you to declare war upon any state.
