I'm a new player, I'm used to there being a war score but, I can't tell if this war is going in my favor or not- How do I know whether I'm winning or losing?

It seems to be going nowhere.

Edit: Belgium capitulated, but I'm still at war- and Britain is leading the other side.

Forget war score/'attackers are winning or losing a war'.
You can tell if you're actually winning a war based on whether you have equipment in the field (and how much) versus how much your enemy has. It doesn't matter if you push far into enemy territory, if you crap out and get pushed all the way back past your own borders...

I'm a new player, I'm used to there being a war score but, I can't tell if this war is going in my favor or not- How do I know whether I'm winning or losing?

It seems to be going nowhere.

Edit: Belgium capitulated, but I'm still at war- and Britain is leading the other side.

On the war screen there is a bar along the top suggesting how well each side is doing. To actually win a war you need to capitulate EVERY major country on the opposing side. A Major Country is marked by a gold border around there flag and is any country with over 50 (maybe 30) factories. Each countries capitulation is governed by how many CORE victory points they control and is shown in a bar underneath each countries entry.

This means it's possible for some countries e.g. India, Canada, etc. to become majors during the course of the war. Once they become a major then the war will only end once you capitulate them as well.

There is no partial peace mechanic where you can force a surrender - HOI4 is all about total war.

The next patch will alter this slightly - currently you must control a greater percentage of their victory points than their national unity, it's being changed to war support & stability IIRC.

The most reliable indicator of whether the war is going in your favour in the end should be your own judgment. Game information on casualties, equipment lost, victory points held etc doesn't indicate too much without a context which is your progress in realizing your own objectives. Your war plan should include these based on how do you expect the war to develop and what do you need to accomplish at its multiple stages (like securing certain resources, areas, new allies, neutralizing certain force concentrations). This will come with time and experience but in the end is a must have feeling in sand box games like HOI. Set up your own strategy and objectives. Review the progress constantly and adjust these to the situation. Temporary excessive loses of territory/manpower/other resources sometimes can be a part of broader plan.

Information on the likelihood of surrender of war participants can be seen below their flags in the war overview - the one with big blue/red bar in the upper middle of the dialogue box.
