How can you fight Fallen Empires and Crisis in 2.2?

Starbases are best used for trade and trade protection and production bonuses (deep space black site for important systems) and only the rest for anchorages. With one or more ecumenopoli you can then make the remaining worlds basic resource worlds with some research labs and one or more fortresses. The soldier jobs should give you more than enough fleet cap.

The important thing in 2.2.X is to redevelope your worlds according to you empire evolution. Planets are often not "finished" for the whole game, even if they are full at one point.

It's definitely still possible.

Ecumenopolis are your friends, that and matter decompressors. In my current Ironman game I've been delaying invading a FE for 20 years now because I can't decide whether to go for the Ringworlds or the Ecumenopolis. I could have invaded around 2360+. Only thing stopping me is not being sure about the mechanics of conquering the FE homeworlds considering there's barely any pop jobs there and I'm wondering if I'm just going to end up with 100 unemployed FE pops.

I have 2 matter decompressors and 1 ecumenopolis (2 more waiting for the last city districts to be built which should be another massive force multiplier) geared towards alloy production. I turtled most of the game and built tall by asking to be the vassal of an AI. I declared war for independence when I had my first matter decompressor and ecumenopolis up and running.

I'd like to mention that both Ecuminopolises and Matter Decompressors are Megacorp-exclusive.

Guys I asked this question since Megacorp just came out, but after 2.2 alloy was buffed 50% (2 mineral to 1 alloy instead of 3), so it's a much easier game now. In war in heaven I have managed to fight both FE at once (I was the leader of non-aligned so both of them attacked me immediately from the two sides). Just stack some fortresses and boom, hundreds of naval cap.

The real challenge was to take out their planets. It took me a 10k+ transport army to take the core system with their 3 planets. Bombarding would take forever.
