Well, you can get an approximation in the ledger, under "Trade Level" (around page 7 or 8, I think), but there's no way to tell for certain unless you go into the savedgame file. If you do, it'll be at the very, very bottom of the country's entry.

A third option is to save your game and reload as them. This won't work if they are a major, but then, the first trick won't work if they are not.

I was hoping there was a way to work it out from the Trade Level listing on the comparison page of the ledger.

Unfortunately, no. The ledger can only give you a general idea (if you have trade 4, you can see if they are higher or lower than you). Hopefully, the ledger in EUIII will be more specific.

What you can do is to save the game, minimize the application (you don't have to quit), then go into the savedgame file, do a search for any city in the state you're curious about, then scroll down to the very bottom of the entry (past monarchs and units) to the tech levels. It should take less than a minute, and you won't have to reload the game.

Well...

I think the trade level listings are actually the trade efficiency. Looking for an example, I can see that Spain is shown at 31. Assuming penalties for 11 TA and 4 TE I think that would put them at around level 7. But I can't pin it down exactly.

Nippon is shown at 29 with 2 TA. I think they must be under level 4, so I can probably go for a 6th merchant there without risk.

I hate to go into the files themselves. Seems sorta like cheating. I am playing 1.08 btw, does the beta fix this. I mean, the penalties seem to cripple the AI.

What's cheating? You're just looking at the file, you don't have to change anything. I thought you wanted to know.

There simply is no way to know from the ledger. You can find out if they have Trade 4 by looking to see if they are monopolizing any CoTs, but other than that, the best you can do is approximate it from the comparison sorter on the next to last page of the Ledger. It shows their TE %age, and you can make some guesses from that.

Of course, if they are being graphed, you can look at the graph and make a guess. Usually, when a threshold has been reached and a new tech is being researched, there is a change to the slope of the progress line for that country on the graph.

For major powers you can look at page seven of the ledger in the economy subsection. The graph usually gives the exact trade level. If a country is close to reaching a new trade level or has just reached a new trade level, it may be hard to tell from the graph about whether they have the new level or not. For many decisions you make, if a nation is close to getting the trade tech level, it is just about the same as if they already have it.

Monopolies are 3, TE's are 4.

You can get a general idea;

-if they have no monopolies they are at 1 or 2.

- The lower the trade income is in their capital, the lower their overall trade TL is. If it's over 75 (dep. on the good sold there) they're generally 3 or more.
