How can i take "Claim the Mandate of Heaven" focus?

I've seen some people say all you need is one of the states listed in the focus? Is the problem that i own it and I'm not just occupying it?

Or is a world conquest in my future?

You have to control all Qing cores except the four listed.

That clause means all states (in the world) must fulfill one of the criteria listed below. In human language, it would be "all states must either not be Qing's core, be one of the four Chinese concessions, or be controlled by Qing.", or more naturally, "Each Qing core states must either be a concession or be controlled by Qing." > "All Qing core states, except for the concessions, must be controlled by Qing."

IMO this really warrants a custom tooltip.

Well I’ve annexed all of Japan and all Chinese nations except sinkaing but they’re my puppet.

If I Annex them through autonomy I should have all cores but the allied held ones and I’ll own Tawain. I’m assuming I can take the focus then?

Or am I still out of luck because I got tawain too early?

You need to annex Sinkiang.

Controlling Taiwan is not a problem because the clause means "At least one of the following must be true" (OR), not "Exactly one of the following must be true" (XOR).

You must own 1936 borders Manchuria, japanese possessions in China except Taiwan. All warlord and PRC and all national chinese territories directly. Annex the warlord and you'll be fine.
