Conquered provinces give you only 20% of the Factories and 50% of the resources, unless they are "core" provinces for your country (like Luxembourg is for Germany).
Eg: if Paris has 15 Factories and 11 Metal, and Germany conquers it... their ICs will increase by 3 (ie: 20% of 15) and they will get 5.5 Metal per day.
There are a few different Cabinet Ministers (eg: the Prince of Terror) who will increase the efficiency of captured Factories.
What blue emu failed to mention (at no fault to him) is that you can play optionally with "full IC takeover" in which case you capture all of the factories of an enemy. Keep in mind that in his previous paris example, it will still show the pre-invasion number of factories (for the province), but your IC will only actually go up by 20% of the number.

Unlike resources, IC cannot be stockpiled though. It is simply a measurement of how many factories there are in the province. These factories can then be used to produce units.
