How can i Make My Country????

Hey, i would like to know how to create my own country, I did it on Hearts of iron 2 so im thinkin it could be possible here. I want to make Chile

do you want to add it to the start of a scenario? allow it to revolt late in an existing scenario? do you want just to have the country, or historic leaders and monarchs? we can help with you any of those things and more, but please be more specific :^)
