Where can I get a template to make my own flags for HoI?

I think you can use the same templates as there are for Victoria.

I should have expressed more explicit:

How can I make the big flags (shields) and not the little ones (flags). The flags may be equal in HoI and Victoria, but the shields are different (They have an other overlay).

Well, I thought shields are the same. Try google maybe.
