Yes, you must be a member of an alliance to send EFs. (Note that Germany in 1936 is a member of an alliance even if it has no allies; it's just the only member.) If you still don't believe then please provide an example.bizkit said:i dont believe so

I don't think you could ever send EFs as a neutral; I didn't even know how to send EFs for a while since my first game (in v1.01) was USA. I think that exploit is still used by countries in alliances.In previous versions sending forces was possible if you were not in an alliance. Especially in Multiplayer this led to situations where players were sending troops to China or Spain to lower supplies and get some extra experience.
Yes, and same should apply for Military Access if you launch an attack from neutral territory.I think it would a be nice feature if it were possible, but with a more advanced diplomatic model, so that Sweden, for instance, couldn't send troops to Finland without risking a DOW by the Soviets.
