Actively fight the reformation through force religion; use the 'expand empire' CB to bring in other states, release states from Empire members to pretty much guarantee them joining. Keep the actual empire itself at peace internally as much as possible - use warnings and so on to help with that. Always claim illegal territory back.
Also choose popular options in Diet - they can give you a good amount of authority, if they are not conflict with your interests of course.
You still want to rein in Italy. It gives bonus IA when you complete it. Expand empire when you get it is the only big new thing for IA.
