How can I fix my transport capacity?

Trying to learn this great game. I'm enjoying it a lot but the TC mechanic, while realistic, makes me want to pull my hair out at times. I'm playing as the Ottomans in during the WWI scenario.

I don't have any units waiting to be deployed. My dissent and partisans are under control.

"Fuel and supply transportation" what does that mean technically? My infrastructure sucks?

Am I supposed to queue up factories at the beginning so I don't have to face these problems later?

Basically you need to research the appropriate technologies for logistics, invest in factories (industrial capacity is what determines TC efficiency) and avoid heavy-TC units like armour divisions. This being World War 1, I imagine you won't be doing too many of those.

This is based on the consumption of supplies and fuel by your units.
