Yes, there is something in script allowing to change city names.
Check the game's German decision/event that they use to change Soviet city names.

If you want it changed from the get-go, the best way to do it is to do so in the localisation folder.

You're also probably gonna want to create a mod to do that - editing the game files directly might not work.

It does work but that'll mess up his checksum, requiring an eventual re-download of the vanilla files, which will overwrite the modded files if not backed up, and an update might overwrite them anyway, and editing city names from the game files might also require a "refreshing" of the map cache in order for the changes to take effect, etc. It's just a lot more user-friendly to create a mod.

Otherwise, just renaming cities and states should be pretty simple:

1.) Open the launcher
2.) Open the "Mods" tab and select mod tools.
3.) Select "Create Mod". The Name is whatever you want, directory is what the folder is going to be called (so anything past "mod/" is going to be added into the HoI4 mods list), and the version is the patch the mod is up to date with (you can always edit this later, but currently I believe we're on 1.10.2).
4.) Find your mods folder by going to Documents/Paradox Interactive/Hearts of Iron IV/mod. Your mod should be a regular folder, while steam mods have a unique file here (the actual files for steam workshop mods aren't in this folder).
5.) Copy any files you plan on editing from the base game into your mod, keeping directories the same (in your case, you need a "localisation" folder with files for "victory_points_l_english.yml" (cities) and "state_names_l_english.yml".

You can also make a separate directory for "history", "states", and the individual states you consider editing if you want to edit victory points in states, or make other changes (cores, factories, manpower, resources, etc). You'll also want that folder open to check which states are what, or edit them while having the game open.
