I've settled down but government reforms for Monarchy or Republic are not available because I have no feudalism. Also, despite having exploration ideas, I can neither colonize nor explore. What I supposed to do? Nothing, but wait till some advanced nation come to colonize me?

It would be more accurate to say that someone on the dev team was interested in Polynesians and wanted to add them into the game. You can certainly debate the merits of the implementation but your conclusion is pretty 0-100.

Why does reforming into a horde make a nation unplayable?
Inability to get Feudalism till 1700-1800 does make. But if Horde actually unlocks Feudalism then my claim is wrong and it is definitely the way to go. But is non-obvious for inexperienced players like me whose initial hope was to create The Great Tasmanian Republic ruling oceans and colonizing England.

You can definitely do that, it just takes a good amount of skill and experience. It's good to be ambitious with your campaigns but keep in mind these nations are intended to be very difficult (and unfortunately they can also be rather boring).

You could abduct Tidore or other SEA minor; giving them one of your provinces by enforcing your terms of surrender they don't want with +100 ws. Then you can reform off them relatively early. While you can't explore using explorers, you can still explore the coast with conquistadors; just attempt amphibious landings. But yeah, if you want your game to not be a scuff-fest, horde is the only way to go.

How can I access SEA? I can only disembark conquistador on New Guinea island and explore it. But it is uncolonized and no nation lives there.
