At what point do I need to start worrying about my badboy? It's at 22 and change right now, and I'm about to add 8 points to it. Is that gonna cause everybody and their uncle to declare war on me?

First of all, increase the mobilization pool as much as you can. It adds well to your military score.
Second, when you conquer, try to get less but richer provinces since badboy goes on a per province basis.
Third, consider fighting against uncivs instead: taking land from them (except annexing) is comlpetely badboy-free.
Fourth, you might want consider releasing some poor/low population provinces that have no your national population. Say, Russia would not be hurt economically at all releasing Finland (Or Canada after British and US claims there are taken :rofl: )
Also, who are you paying as? What year is it? What are your military techs?
My guess is that he's Brazil. Usually I would say that 22 is enough to start a badboy war if you have bad relations with the bordering great powers. Good relations seems to prevent them, I had a BB score of 30 and I was bordering the UK for like a decade but they never DoW'd, probably because we had +200 relations (I bought provinces from them).
I think he is Brazil and if thats the case he could do a preemptive strike vs both France and Uk by declaring colonial war. He just has to make sure he takes those few provinces along the atlantic and never let them land any troops there which sould not be a problem with the terrain. Since it's a colonail war his war exaustion won't be a problem and eventually the two opponents may just hand over the provinces bordering his Brazil. MAYBE.

I would just buy them for techs. That's what I did as Chile.
From my experience, the AI seldomly wants to give up land in a colonial war unless you've occupied pretty much all of their colonies.
