How are you suppose to do Operation?

You can clearly see it not work.

This is how you can see that it did work. You probably targeted a low resistance area which would have little effect since...well there's no resistance there

That is not screenshot from my game so it not relevant. If Operation literally have no effect then why does game let you do Operation in first place? Then tell me that it was "great success" when literal nothing happen? Make no sense. Crazy system.

As I said, you probably targeted a low resistance state. If there is no resistance or low resistance the chance might not be that much sabotages doing on.

Every operation has a chance to do an extra outcome, which is probably where the great success is. For example, we put a man on the moon, which was a great success, but that doesn't mean that we suddenly reached Andromeda. You probably got an increased chance of sabotage, but if the initial chance of sabotage was very low it doesn't matter
