How are the Romanians the ones controlling the state?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Germany might have the city in the state(if there is any), and they may have given the state to Romania, so i think that if they would have the entire state, it would show up as Romania on the map
It could also be a bug.
