How are the Prethoryn supposed to work in v2.2.4?

I'm attempting to finally get the "Queening" achievement.
The wiki makes it sound like they need to infest 20% of the galaxy before she can spawn.

The scourge armies are successfully invading various worlds, but they don't seem to behave the way the wiki implies "infested worlds" should work.
Instead, the pops on these worlds are being purged one-by-one via the standard Extermination mechanism, which is taking forever.

Is this broken, or has the "infested world" concept been discarded? I'm trying to decide if I need to shelve this save-game and wait for more fixes.

It takes a while (especially for high-pop worlds), but the scourge will definitely finish purging the pops and then the world turns into an Infested World.

With that said, in my lone 2.2.x playthrough to get the scourge, they didn't hit any ecumenopoli or ringworlds or anything. I don't know how well their purge handles *REALLY* high-pop worlds. The homeworld of the empire the scourge landed on - which I was deliberately letting them gobble up, because as pacifist it's an easy way to steal territory and my fleets could crush the scourge any time I chose - was not yet fully infested when I came through to wipe out the scourge prior to 2500. Plenty of other worlds were, though.

Just roll back to 2.1 or 1.9 and do the achievement there. Less bugs and less lag and the wiki entry was probably written for one of those versions. God knows how the achievement is supposed to work now...

It actually worked in my current 2.2.4 campaign.
If I remember correctly they took over those planets from other nations and it took a while. No clue about them infesting unoccupied planets or not.
