How are Mesos/Andeans supposed to deal with 1st idea group at lvl 5?

If you think about it, once you reform your religion then you get 80% of the tech level of the bordering European nation regardless of what tech level you had before. I think this new development system may actually help the native American nations since you can just dump the first 60-80 years worth of power points into development while ignoring administrative tech level as long as youre willing to wait a few decades on exploration. Just be sure to have enough diplo pints saved up to get several exploration ideas instantly as soon as you reform your religion in 1520-1540ish range, as the religion reform should open up first 2 idea slots.

EDIT: Especially the Incans.... Imagine having six gold producing provinces with 10 BT. You'll be filthy rich as soon as you westernize

This works with the Incans because Brazil is almost always settled early on : you can colonize laterally to Brazil and border a Western nation, without stealing its colony.
As a Mesoamerican, usually nobody will colonize close enough for you to do so. The optimal move is the "steal colony" one, for which you need exploration in the first place, hence admin tech 5.

I think that they could change at what tech level the first group is unlocked based on their tech group, so europeans had to wait to 5, but americans and hordes could have it at 3-4 level
