I know it's hardcoded somewhere but IDK where and I would like to know how can I change it? I would be thankful if someone tells me how.
How and can i change the debuff on attack for forts in the gamefiles for a mod.

in the defines, just ctrl-f/search for fort, and you'll find
BASE_FORT_PENALTY = -0.15, -- fort penalty

It might also be interesting to explore the HOI4 wiki as it is a great source of information. The fort penalty happens to be documented in the wiki with a linked footnote base fort penalty from the Construction page regarding province buildings. It can also be found directly in the wiki Defines at section NMilitary.
