So I built forts on Ottomans border to slow down their advancement while I deal with Muscovy.
Seems unnecessary because they just ignore my forts and walk there and back as there were no forts at all.

Is this a bug or some mechanics of the game I don't understand? All the garrisons are full (5000) people. 22k army just walked through Constantinople, Sillistria and now into Besarabia without a stop?

For Sillistria, it may be that his adjacent fort in Bukres has its own ZOC. Adjacent forts can be messy in that regard. If that's the case, he can freely enter a province with a fort (here Bessarabia). Not sure for Constantinople though

Never build forts that border each other. The enemy can walk from a fort to another fort.
Also enemy forts will make your forts less useful.

Thus the only good forts I see you have are the ones in Constantinople, Basarabia and Krim

You can always move onto a fort from inside the ZoC projected. In this situation it's likely conflicting ZoC betweten the forts in Bessarabia and silistria being a bit wonky.

I conquered Bukres, just in case but if I understand it right - they can always deploy them from ships and get the same effect, right?

To be fair, forts have some opaque mechanics to say the least, but in this case they worked exactly as I'd expect them to. The Ottomans can walk through their own territory irrespective of forts in enemy territory.

The other problem here is too many forts.

If they land on Constantinople from Gulf of Varna they would be able to walk past any fort as long as they stay adjacent to Gulf of Varna.

A better way to control their movement would be to take Edirne and then block the straits. I would look at deleting as many of those forts as you can stomach. Keeping one in either Edirne or Constantinople to keep control of the strait if you feel they might otherwise snipe either province to unblock it. Keep a fort or two in rough terrain if you like as well so that you can get favourable combat. But ultimately trying to keep them out with forts is less helpful than keeping them out by going on the offensive. Forts cost a lot of money that could be otherwise spent on more soldiers or boosting your economy long term.

It wouldn't work with human player but it worked against AI. Ottomans left 40-60k troops around the forts until siedging them - giving me just enough time to crush muscovy, denmark, crimea and horde (and another half of Otto army). I have problems getting Edirne because they are still 1.5 x bigger then me and in coalition with my other neighbors - and I still cant find how to properly use my 50+ CA cavarly against them.

In this current situation the forts in constintinople, tarnovo and silistria are useless, since they can just walk their own land. On top of that he has a fort in Bukres so he can kinda ignore the ZOC of tarnovo and silistria.
imo the best rule of thumb is, never build on the border. Always build one province away of the border, to prevent this kinda weird situations.

Also if you don't have a fort in Bessabaria, he wouldn't able to walk pass silistria.
