I wouldn't count on Vicky's numbers to be 100% accurate, but I'd think they'd at least be close. Keep in mind however that we're not talking about today's population values but rather of those in 1836. The world's population changed vastly since 1836 so certain places you know are very populous today such as Shanghai used to be much less populous back than and vice versa.

This is an interesting one; Istanbul itself is considerably smaller in Victoria 2 than in real life, perhaps because the devs may have only considered the population of the city itself, not the extensively populated surrounding regions. In reality, the "region" of Istanbul in-game should have almost twice as many POPs.

So women, children, and the eldery aren't counted?

There is a number for the total population in the tooltip when you hover over the population tab, I believe.

There is a "total population number" in the tooltip when you hover over the population tab, I believe.
It's the "times four" thing the OP mentions. The population you see in-game for each province should be multiplied by four to get the actual population, as is visible when you hover over the population tab.

I would assume the pop issues with Istanbul might be to nerf the Ottomans from very easily being more powerful than they were in real life at this time.

Additional POPs wouldn't make the Ottomans more powerful. Their weaknesses lie in their low literacy and number of non-accepted POPs.

I think the population levels come close to the realistic levels by the late game, provided the AI doesn't go insane halfway through the timeframe.

Even in ethnic comparison, Eastern Anatolia (or Western Armenia formerly) has a lot of mistakes. Just as %40 Kurdish ratio in "Ardahan" province is nonsense, even today there is %75 Turkish ratio in this province in modern Turkey so that would be nice if that was %45 Turkish, %40 Armenian and %15 Kurdish (there also an addition to Ardahan, which is Artvin doesn't have any Kurdish population but also Laz, Georgian and Hemshin Armenian, even though %55-60 of its population is Turkish).
Game shows that Diyarbakir province only has got %3 Turkish population, this is nonsense too. From 11st century to "even" until 1960s, Diyarbakir was a city with Turkmen/Turkish majority, and intense Kurdish/Zaza population with minorities of Armenians, Arabs and Assyrians. Yeah, Mardin was a city with mixed Arabic, Assyrian, Kurdish and Turkish populations but this does not do Diyarbakir's (Batman-Diyarbakir-Mardin) Turkish ratio %3.

Other hand, game also shows that Hakkari province has got %12 Turkish population, this is nonsense because I dont know any Turkish guy from Sirnak or Hakkari. Maybe from Siirt but Turkish ratio is maximum %2.
