I know it sounds higher than normal king, but 'king', even 'petty king', already sounds so much better than 'duke', doesn't it?
So I think it's a good idea to make normal kings 'high kings'. It will sound marginally emperor-like, but first of all it will put normal, proper kings (equal to k_titles) above the duke-kings.
However, an English/Norman-cultured ruler of k_Wales should probably be called 'Prince' if of the same dynasty as the current holder of 'k_England'. Normal 'high king' otherwise.
But I think 'Prince of Wales' should be an honorary title for English heirs apparent. Or an artificial viceroyalty in a non-empire, to make it non-hereditary.
