Just think about this.
The role of these units is to give a second chance for the player who got wrecked in early phase, it can also act as a special unit which major in certain missions (eg. anti-tank).
I can think of two ways these units might work:
1. A card of combined forces can be "borrowed" to the player which will cost a certain amount of points (under certain battle conditions, eg, while a certain amount of points worth of units have been destoryed or simply a time requirement) for a limited amout of time. When the card is used the units will appear on one of the entrance to the battlefield. The units will fall under AI control and fast-move out the battlefield once reach the time limit.
2. A card of certain units which master in specific missions, like some big ass AT guns for Allied but has a strict requirement to meet before can be depolyed.
The whole point is to improve the game play. Just imagine 21PD ran into 2DB, the 21PD is just gonna suffer(well at least they have a pak43, now think of Lehr). However, if it last until phase C (which is pretty much impossible) the big cats just makes the 2DB suffer (way too much resources needed to be used in order to take it out which doesnt even have a high chance of success) so an emergency response unit(in this case, a combined force mixed with both mechanised infantry as well as a panzer) can make the 21PD the much needed time to reorganise after the first engagement (when it comes to 2DB its always bloody)
On the other hand, it gives a player a second chance. Imagine a new player ran into a veteran player and got smashed into pieces, or a player found himself facing two players on the other side (especially the kind of early phase player) on the first engagement.
Btw, another thing, it would be nice to give control of units to a teammate.
Plus hat about FoB? It would be nice to set up repair depot(for vehicles) or rally depot (for infantry) or maybe like a fontline commande center (gives extrea income) with all of those can be destoryed.
Yeah i know the game is already hard enough but some new factors are always nice.

Think about it.
It can partially make up what the divisions lacked the most.
Extra forces for the Axis and high-end AT for the allied so everybody is happy and stop the game going towards the extrames.
Acturally come to think of it, maybe such small force can be given comepetely under AI control(yeah i know the AI is pretty stupid) so the player must cooperate with it (for the AI is acturally better than many new players).

A complex feature that serves only really as a crutch to new players doesn't seem worth the effort tbh.

I'd rather the time be invested in a real tutorial beyond the half-baked thing we have now.

I do think you plan to turn SD into Company of Heroes!
Well guess what, the Company of Heroes are the only 2 games which i did not recommande people to purchase it in my reviews.
Plus the only reason i did not request refounds is that i took it as an example to remind myself.
The whole point to the game is be keep a close eye on ur units' health bar.
