House rules: province transfers?

I'd say one shouldn't allow people to flee from events by province editing. Such as if Spain tries to hand over the necessary gold provinces before the bankruptcy events and then will get them back afterwards. Hell even if they wouldn't get them back I'd consider it cheating.

I propose that for every province transferred, the editor be given +100 ducats in fees.

Even if transferred from the editee (strange invented noun I know), I think it's unfair towards nations not involved at all unfortunately. Besides 100 ducats is a big sum in start of the game and a tiny sum close to the end.
