This is true, so you could create an Ottoman Sultanate of Anatolia starting as just a Beylik.
However, you won't get the special color that the Ottoman Sultanate has in the historical start.
I know how Islamic titles work, anyway. However, I don't particularly like Muslims co-opting old Christian titles for roleplay reasons, it doesn't seem particularly right that a Muslim could proclaim himself King of Greece or Anatolia and effectively be a new step in a chronology of Kings, he'd simply be a pretender or make a new title. Kind of like how the Sultunate of Rum pretends to be Rome but has such a ridiculous claim on it that it's shown in game as a titular title.
