What's exactly broken with colonization? What did I miss?

You literally can not colonize. As in, it is impossible to send colonist to uncolonized province even when you have sufficient colonial range. It is also impossible to send ships to any "explore the waters / coast of XXX" missions.

Or well, mostly impossible. I think you can still explore some areas close by your starting position and the circumnavigation mission still works. It is also possible to send colonists to empty provinces that are next to provinces you already own.

"Beta, named after the second letter of the Greek alphabet, is the software development phase following alpha. In my opinion we should be glad to have access to the beta in the first place. Stop being so snarky.

They propably did have relatively extensive testing going, considering that the patch notes posted last week were mostly identical to the actual patch notes. (I am assuming that they do not put stuff into patch notes before actually implementing those changes.) While testers were busy testing previous build, programmers would have been been coding new stuff. In this case likely some additional changes and fixes that were deemed small enough to be left quite safely last and thus lightly tested, but still important enough that adding them to the publicly released beta build was worth the risk.
Of course, one or more of those last minute changes was not as harmless as hoped, but such things do happen now and then.

That's the excuse for zero testing people should accept?
Seems to me they haven't released 1.13, yet. Seems to me that they are testing it. Seems to me that some of the community is trying to help. And seems to me that some of the community doesn't understand what opting in to a beta entails.

Undoubtedly, a serious bug for those effected. I trust and hope that fixing it is a priority. It has nothing to do with the beta process, however.

Any chance of also working out why 1.12.2 Ironman cloud saves won't load or is that too much to ask in the limited time you have?
its not a cloud issue. all saves from 1.12.2, both ironman and not ironman cannot be loaded with 1.13, it actually tells you in game (when you look at the local non cloud saves) that its incompabile. Which is rather disappointing because there are some games I Wanted to continue

Would you have preferred to wait until after their holiday for the release of the patch? This is what's called a compromise, you get access to the additional bugfixes, balances and features etc. but in exchange you accept that it has not been tested to the extent it otherwise would have been and might have problems overlooked. If you don't want to make that compromise then 12.2 still works just fine.

Regarding MP, I haven't had any crashes in recent memory but just because they might do things that are criticisable doesn't mean this completely reasonable situation is unreasonable.
