Short answer: Technical debt. The whole system is really old and unsafe, and when we fixed the various bugs related to monarch leaders turning into regular leaders etc it exposed the problems.

Quitting to menu and such used to break a lot of things and was basically the same thing as restarting, only worse when it came to memory purging.
