It's not in the patch notes or explicitly acknowledged anywhere, which is why a lot of us are hesitant. It's the second of two very similar bugs, which is why we're hoping for clarification.

AI forming nations invalidating achievements was fixed in latest hotfix AFAIK.

Actually it's interesting that people seem to play games/DLCs with more attention after release than during beta tests. It's almost like: if you ask people to spot potential bugs, they will do anything but spot bugs. But if you just release the product, which always creates the impression that it's complete (although as you said, a piece of software is never complete on release), then people become very sensitive at noticing bugs and issues. I have the impression that many players have a very uncritical attitude towards games as long as they are not released, and a very alert attitude once the game is out. I think that in general, if it was more widely accepted among gamers that software is not complete and clean on release in 95% of all cases (and if at the same time, publishers and developers wouldn't pretend that they could make bug-free releases), then many misunderstandings could be solved and people would know what to expect from a release, and what not to expect.

Personally, I think that the development process of a game is only complete once it has been played by a lot of people for a long enough time, all the various bugs have been fixed (and in turn, all the new bugs introduced by patches have been fixed, and again and again...) and there are no further changes to be expected.

I'm not going to make a value judgement here on what's right or wrong or whether Paradox could improve or not, but I do think you misunderstand what they've said of the ineffectiveness of beta before. It's not the attentiveness of people -- it's a numbers game. Dozens of attentive people in beta for a week still don't see as many different circumstances as many thousands the day the game comes out.

You're right about that and it's the numbers that make the difference, but I still agree with what TheChronoMaster said about beta testing. That phenomenon "free content, nice, we can play it before anyone else, we love it, no criticism" when people get to test a game before it's released. And by that I don't mean that players who made beta-tests for Paradox games in the past did a bad job - it's just a general phenomenon which I noticed several times with different games.

What version did you start that game on and at what point did they get disabled?
I started play right at the release day. I did not play at the day or first hotfix release (after reading that it crashes saves), and continued game yesterday after another hotfix.
