Hosting the patch as a downloadable file

I don't have internet access on my EU3-computer, so I wonder if someone could send me the patch through mail or ICQ. If so I'll be happy to host it so that others like me can benefit from the goodness of 1.1...

I've cleared this with MrT, btw, and he said that re-distributing the patch file is ok.

Um...no. You can't redistribute a patch to the public at large. You can make a copy of it and apply it to another machine that does not have normal access to the file. Hosting a patch for general download would defeat part of the mechanisms intended to keep pirates at least somewhat at bay. Sorry if I didn't make this clear in my PMs...or perhaps I misunderstood your question.
