I've revoked the privilegia and I'm having a grand time pissing off literally every single country in Europe. Everyone.

But I've noticed some of my vassals have turned hostile. I've improved relations/sent gifts, etc. Doesn't seem to help. They seem permanently ticked off. Anything I'm missing? They have their Independence supported by France but...France is not any kind of threat to me.

Is there anything else I can do to make them happy?

Vassals and PU juniors will never be hostile at +200 relations. Also, having a significantly larger military (quality doesn't matter, I think) than them makes them less likely to be hostile.

hostile vassels are looking to dec for independence, with revoke up, so long as none are "outside" of the HRE you should be safe, if any are, they need to be passified asap, as they can ally with other(hostile vassels) in the HRE and they can join as one mass independence dec.

Not what you're asking, but just to note that I've never ever seen a hostile vassal man up and do something about it, and this includes cases of hostile and large vassals, which were not in the HRE (like a PU'ed mega-poland).
And it sounds like you're already pretty powerful, so tbh, I don't think you should fear having hostile vassal. Let them whine in their chains. Who cares if they hate you, as long as they fear you.

Pretty much the only time* I've seen hostile vassals/junior partners do anything is when they get another nation to support their independance. At which point war is pretty much inevitable in my experience.


*the one exception I can remember is when I had Ming as a PU while playing as Korea (with pretty much the starting territory). They kept trying to declare independance, only to find that thanks to me building a looting fueled merc army, they actually weren't quite as much stronger than me as they thought. After three such wars resulting in me taking a fair chunk of their territory, they settled down as good minions...

I've had hostile vassals supported by the Ottomans who didn't revolt either. In the end I think it all comes down to how strong you are, and the hostile vassals probably includes the strength of your other vassals (minus the hostile one's it has allied) in this calculation. I asumme OP - which is an emperor with revoked privilegia - is crazy strong and probably has nothing to fear, even from his largest vassals.

As noted, you need exactly +200 relations for it to revert to "Overlord" opinion. Even +199 will get them back to hostile (can be seen also with Sweden playing as Denmark while the Kalmar Union is still active).

That should probably be loosened a bit. Maybe +150 relations to revert to "Overlord" opinion would be a nice change.
