I humbly suggest that the reward of investing in hospitals should not be restricted to surviving epidemic diseases.
They should also improve, marginally, the chances of a treatment by your physician to be successful.
If getting a disease which has a 50% chance to kill you in a year, then a level 1 hospital should reduce it to 49% while a level 2 hospital could reduce it to 48% and so forth.
Additional hospital buildings could also help also marginally improve the quality of treatment and your chances of surviving injuries etc.
