Are the pictures for Head of Government and Head of State ever used in the game?

Not that I know of. The picture files might be used if the HoS/HoG is also another minister but that is not connected with their HoS/HoG entry in the minister file. As far as the game is concerned the same person in two positions is actually two separate people.
