I'm using pure cataphract flank and tactics such as harass and raid keep getting eligible. Is this a bug? Why the hell would horse archers count towards light cavalry requirements for such extremely bad tactics for them?

They shouldn't. If you're sure you're only using cataphracts (which you really shouldn't be, they're crap), then getting tactics that require light cavalry is a bug.

Shoddy programming, actually. Horse Archers count as Light Cavalry for the purposes of choosing tactics. In order to work around this, it was specified that Horse Archers had to make up less than half the flank's total size for tactics designed for Light Cavalry to trigger. However, all Light Cavalry tactics can fire with less than 50% of the army being Light Cavalry/Horse Archers, so unless the flank is purely Light Cavalry and Horse Archers, this does nothing to stop the problem. Horse Archers comprise 40% of a pure Cataphract army, and Raid can trigger at as low as 20%. And since the Horse Archers take up less than half the army at 40%, the anti-Horse Archer safeguards don't trigger. Similar problems exist with Light Cavalry Skirmish tactics.

You mean this is no bug? Is this actually the code working as intended? God, this so idiotic. I've filed a bug report let's see if they look into this.
